12th March
09:30 – 10:30: Brynmor Adams – Anti-Social Behaviour – Recent lessons in tackling large-scale anti-social behaviour.
11:00 – 12:00: Rachel Coyle – Tree Preservation Orders and Local Authority Compensation – Learn what the Law is and how to deal with claims where one is seeking compensation pursuant to section 202 of the Town and Country Planning (Tree Preservation) (England) Regulations 2012. Packed with recent case law and how to interpret reports.
14:00 – 15:00: Rebecca Clark and Caitlin Edwards – The Court of Protection – Rebecca and Caitlin will discuss hoarding and the Court of Protection.
15:30 – 16:30: Celestine Greenwood – Delay in Care Proceedings – Celestine will look at the causes, remedies and the potential impact of the DFJ Trailblazer Pilot.
13th March
09:30 – 10:30: Lawrence McDonald – Recent Developments in Property Litigation for Local Government – This talk will update local government lawyers and those dealing with local government on the key developments in the past year including a number of Supreme Court decisions. The focus will be on giving an update on recent developments and so the exact topics to be dealt with will be decided nearer the time but will include: Injunctions against trespassers, Japanese knotweed, compulsory mediation, Rent repayment orders for HMOs and Nuisance claims.
11:00 – 12:00: Louis Browne KC – Judicial Review update – Louis will discuss mandatory orders and suspended quashing orders.
12:30 – 13:30: Peter Dixon – The Levelling Up and Regeneration Act 2023 and after…an update on planning reform – Peter Dixon reviews and comments upon the latest developments in the implementation of Government’s planning reform agenda, including the Levelling Up and Regeneration Act 2023 and the revised National Planning Policy Framework.
14:00 – 15:00: Simon Whitfield and John Waiting – Non-domestic rates update – We will look at recent Supreme Court authority on the availability of charitable rates relief, a High Court case on when the pursuit of liability orders may be an abuse of process and key points arising from the 2023 Non-domestic rating Act.
15:30 – 16:30: Natasha Khalique – Family Law v Social Housing – Natasha will provide an update on the interplay between social housing and: domestic abuse, private children proceedings and public children proceedings.
14th March
09:30 – 10:30: Alex Williams – Highways Act Claims – Alex will look at recent case law, a Highway Acts update.
11:00 – 12:00: Roger Hillman – The use of s49 reports and costs orders in the Court of Protection – This will involve looking at Heyden J’s guidance from 2022 and his decision in Cheshire & Wirral Partnership NHS Trust v JMC from April 2023 as to s49 reports along with some recent reported cases addressing Costs orders including Re GH;(Mastectomy:Best Interests:Costs) from 2023.
14:00 – 15:00: Chris Richards – Pension Loss: a very brief introduction – Chris tackles the thorny issue of pension loss. What is it? How is it calculated? Are there any tips and tricks?
15:30 – 16:30: Andrew Vinson – Forfeiture for the Local Authority Landlord – Andrew will discuss what to do, what not to do, waiver and relief.
