David is developing a broad common law practice following the completion of his pupillage under the supervision of Sara Sutherland in September 2024. His experience to date includes:
- Inquests: for both bereaved families and public authorities. This includes Article 2 inquests into the death of patients in mental health settings as well as deaths arising from alleged clinical negligence.
- Personal injury: small claims and fast track trials, applications, quantum hearings and CCMCs, together with a busy paper practice.
- Privacy claims: disputes arising from data protection breaches and misuse of private information.
In addition, David is led on the following matters:
- Public law: judicial reviews on matters including criminal injuries compensation, housing and healthcare.
- Competition: David is led on a complex and long-running case under the collective proceedings regime before the Competition Appeal Tribunal. His work to date has included drafting together with research and advice on the difficult legal issues which can arise in this developing jurisdiction.
Before coming to the Bar, David had a 15-year career in the Civil Service, working in a range of national security roles across central Government. From 2018-2022, he worked for the Investigatory Powers Commissioner (Sir Adrian Fulford, succeeded by Sir Brian Leveson) as an Inspector, overseeing the use of investigatory powers by the intelligence agencies. David led inspections on some of the most difficult and contentious powers, including bulk interception and detention operations overseas. He also led an investigation into serious compliance failings in a technology environment at MI5, the findings of which were later used in proceedings at the Investigatory Powers Tribunal and summarised in Parliament by the Home Secretary.
